Cool idea but you wouldn’t want it to suddenly stop. That hydrofoil might cut you in half!
I think its an absolutely brilliant idea! I toyed with something similar except it was a kite in the air and a “model airplane” below the water in opposition.
I’m not sure what body posture is best for being dragged behind that contraption, but it sure looks like a cool device.

What you are describing seems to be “l’aile d’eau” (litterally; the water wing). It was devised and tested by a French architecture student, a few years ago. You can find a video here:
